This took me a bit.
About the Level Up skills, I allowed myself to give Uiharu the Fanservice skill.
Level Up Formula is super simple. +5 Exp every Level. So Level 1 is 5 Exp, Level 2 is 10 etc...
I considered double Exp per Level, but there is not really any way to farm higher amounts of Exp for many things. Skirt flipping is not like fighting Monsters in a game, there is no stronger Mobs who drop more Exp or something like that.^^ And it is supposed to be a cheat.
