I realize that Issei can be a bit of a ditz, but shouldn't he start worrying about how Koneko's uniform was damaged like that when he gets a good look? This could lead to the house of cards Rias has built out of lies falling down, but also lead to Koneko's giving in willingly.

Hmmm.. I could see it go either way, with Issei questioning her state of attire, or him being too distracted by 'other things'. Perhaps Rias makes up something about how Koneko was training/sparring with Akeno and hasn't had the time to get a change of clothes?
Aside from the obvious sex scene, option 3 also brings the story closer to an expansion scene.
Koneko's cat features just popped out here, several volumes ahead of when they first appeared in canon. If that keeps up, I can easily see the cocknosis pushing her to switch to her adult form (I think that's how you do strikethroughs in HTML) allow herself to look her true age full-time.
Her adult form definitely exists in canon, but it's so far in the future that the anime probably won't show it for several years. Just giving her the same figure as her sister would be close enough IMO.
But Issei would be asking a mesmerized Koneko what happened rather then Rias because Rias would have no way to know for certain what happened to Koneko.
Rias would have to "spin" Akeno's actions as some sort of misunderstanding rather then paint Koneko as a fibber, but Rias is building a very unstable house of cards as it is.

While Rias is certainly seems to have exhibitionist tendencies, she still knows and normally follows social norms concerning clothing. Taking her clothing with her would just be an easy ,practical, and normal thing to do just incase they are needed.
It's a small thing, but shows Rias isn't planning ahead, and right now, Koneko can get option 3, but still ruin Rias's plans just by telling the truth.
Nice to see someone realized Koneko's tailed forms are no used by choice at this point.
Just to shut you up, I've asked Adama to make an addition to a previous episode. And hinted at an explanation in my next one for why Akeno sent them to Issei's house instead of the club room.
Though you may need to read between the lines a little to get it.
