Years ago, the philandering slacker apprentice of a powerful wizard created a powerful, but uncontrollable, artifact using magics that his master tried to keep forbidden to him, in order to get laid more often. This artifact quickly caused his life to go completely out of control, and the only reason why his master eventually heeded his pleas to fix things was more out of sympathy towards the women that it had affected than out of any desire to remove the man from the hole he had dug himself into.
Once the bracelet is put on, it becomes nigh-impossible to remove through normal means. After that, whenever the wearer comes into contact with a woman for more than 10 seconds it has three retroactive effects on them:
1. The woman will become very slightly more physically attractive.
2. The woman will become very slightly more lustful.
3. A sexual encounter will be inserted into the history between the wearer and the affected woman.
For example, coming into contact with the prudish local librarian might change things so that you had sex with her once a few months ago after getting matched on a dating app. Coming into contact with a bartender might mean that she decided your drunken flirting last week wasn't a complete turn-off resulting in her having sex with you out of pity if nothing else.
Should a man come into contact with the wearer for the same amount of time, he gets retroactively transformed into a woman, and all other effects apply. This happens regardless of whether the bracelet's wearer is a man or a woman, or even someone who is into girls in the first place (the bracelet's creator was the magician's apprentice equivalent in a dumb frat bro so of course he didn't put any thought into that kind of thing).
The expectation of the apprentice was that by making it so the woman he wanted to have sex with had fucked him in the past, it would theoretically be easier to get her into bed again, and the attractiveness and lust effects were just there to spice things up. Unfortunately, on account of the apprentice being an idiot, he didn't actually put a cap on these effects, resulting in all three of them scaling up infinitely, particularly during activities with high amounts of continuous physical contact, like, to pick a random example, sexual intercourse.
This may sound fun at first, but once you end up changing reality enough to have dozens of extremely slutty women expecting you to fuck them multiple times a day as you supposedly have been for several years, you really start to learn the meaning of "too much of a good thing".
