In the continuity of the story, they would be like Tammy as she is right now - mostly like Cindy, but with just enough of Tommy (personality-wise) to make them better people than Cindy. The only reason that Tammy remembers being Tommy is because Tommy used the ring. If she used the ring on someone who had never used the ring, then they wouldn't retain their original memories. The only other person who would, so far in the story, would be Cindy.
