Somewhere in San Fandago, "The Big Kumquat" as it's effectively known by it's citizenry, where the walls of reality are as thin as the excuses of Clinton about his sex life, as short as the attention span of a Hollywood exec, as flimsy as the campaign reform of George Bush...okay, you get the point. There ain't a firm dividing line between what could be and what can happen.
Everyone takes it for granted that occasionally, it will be partly sunny with an occasinal chance of raining frogs. A talking dog runs the local newsstand, and people shrug. The local aquarium has a mermaid and a tuna who wears glasses living in it. There's a covert war between the paper boys and the paper girls; sex-change rays are used. A ninja cult specializing in the use of dead cats and feathers as weaponry lurks somewhere in the waterfront.
It couldn't get any stranger, right?
WRONG.
Enter Phineas T. Bratweiner, perhaps the strangest human being in this fair city. He tried to become a priest, but discovered that he liked women too much, so now he runs a junkyard, left to him by his parents when they were killed by rabid chipmunks one fateful day when picnicking in the park. He still considers himself faithful, and believes in miracles.
The unreality surronding San Fandago, little is he aware, is responsive to his will for some reason. What could it be? Aliens? Is he part demi-god? Or does he merely eat all his vegetables? Whatever the reason, he discovers one day, quite by accident, that if he wishes for something hard enough it could happen...sometimes even the way he wishes it! Convinced that he now has a higher purpose, he designs a snappy costume of a white cassok, leather jacket and mirrorshades and embarks on a career of fighting crime as the mysterious vigilante, THE BISHOP!!
