Guessing Lumi hasn't gotten that deep into unadapted Raildex (god, we are 30+ volumes behind on the anime and New Testament's only just started getting releases over here, whereas in current material in Japan Mikoto is Mourning Touma's canonical Death), as later on it's shown that Aleister Crowley actually is the 'good' guy whose intentions keep being screwed over by the necessary cogs needed to deal with the malicious forces he's trying to stop the theat of...that happens to be directly manipulating the Magical side of the equation into the larger conflicts OF Raildex.
Is Crowley Morally Dubious and stuck enabling the worst non-magical groups on the planet if he wants to prevent the crisis he's opposing? Oh my yes, and Accelerator later cleans house on the lot of them in lead up to him putting himself on trial out of guilt for the Misaka clone murders during the current Genesis testament storyline. But when the counterargument is 'he's exploring every avenue to end the threat of something magical that has the guaranteed bad end of the extermination of the human race', one whose threat and influence had been felt since volume/Episode 1 of the series from the second that Touma Found Index on his balcony? Yeah, hard to claim Crowley's the bad guy. It's why other supernatural beings not strictly part of the Magical side keep throwing their support behind him, alongside allying with Touma.
Morally complex situations are not something Sailor Moon has ever much dealt with, and often not well the few times they popped up. So combine that with Chibiusa's inherrent immaturity and the coddling of the false utopia of Crystal Tokyo to think that's the best Future for the world instead of the best alternative to a bunch of even worse fates? Then add in the arrogance of someone in that mindset exploiting 'my way is right because I can make you do what I say' hypnosis powers? And It's a recipe for disaster where their group would be just as likely to set off the calamity as they would be cripple any chance to properly counter it, which wouldn't be so easily fixed by boob obedience magic or Silver Crystal healing.
Eh, I'm not going to hold Lumitiel to knowledge of plot developments I refuse to read myself. Let's just worry about the parts that made it into the anime.
