Wishing Powder in Ikebukuro

In Tokyo Japan there is a district called Ikebukuro, of course like in so many alternate versions of that city strange and interesting things happen there.

So amongst all the strange and odd but relatively normal on goings the bag of wishing powder landed with a wump on the busy streets with a simple set of instructions buried inside the magical powder.
