What exactly do you have as plans? Do you want the Level Upper proper to be unusable from now on or is it going to Keep working even without the dust inside? Or is it going to suck the dust inside given some time?
I am not so sure about the kissing Option. I doubt it is something they would do much without outside prompting, so it wouldn't get much Training. Washing would be something amusing though if it does activate the effect. I have some ideas, namely that in Addition to Saten Training her skirt flip, Uiharu Trains her "Pantyshot" skill, or something more broad like "Giving Fanservice"
I don't really have any specific plans at the moment.
Mainly, I just felt that the scenario as it stood didn't have a reasonable path to leveling up Saten's skirt-flipping skill, and I wanted to make that possible.

While my main objective in these couple posts was exactly as stated, it's not like I don't see some possibilities beyond that. I think it'd be fun to have the counter continue to work, even if the Level Upper remains otherwise inoperable. (Though that's by no means a given.) I could see it remaining operable, or not, or fixing itself. Each has possibilities.
I do like the idea of Uiharu slowly becoming a fanservice girl against her own will. I also think it might be amusing to have their skill growth be linked in some way, since they're both using the Level Upper at the same time.

Well, do you have an idea for why they would Keep kissing?
Because of the silly contrivances of ecchi manga? Tripping, running into each other, mistaken identity, all the usual silliness. And they eventually get good enough at it that they start to look forward to the next time.
Alternatively, it could be that the skill they train up is kissing girls in general. And then they soon end up with with a lot of new female fans for the same sorts of reasons listed above.
The justification in either case is simply that it would be fun. Or is that insufficient?
Not at all, if you can make it fun and amusing, a comedy style storyline with ridiculous Events and hilarious plot crazyness can be great. Just not really sure whether I could do it right myself....
