Fanservice,
It is a term that is quite commonly used in the modern vocabulary. Rarely though it is truly explained or thought of as anything but "Sex-Appeal". The actual definition of the term would be something along the line of, a scene or part of a story, like in a movie or book, where something takes place which is unnecessary or excessive and exists for the most part only to please the viewers, readers or onlookers.
The most commonly cited example is an attractive member of the desired sex being shown in compromising and exciting positions. A girl who had soap drop between her breasts in the bath, or a shirtless male with a chiselled build is common. And while this is the more commonly used definition, it is not universal and in fact, anything that is made to please the onlookers in a way that isn't necessary for the story can be considered Fanservice. Even something like gratuitous action, giant explosions, or over-the top gore could be considered Fanservice if the audience desires such.
"What do you think; did I grow since last time we had P.E.?" The girls in the changing room were chattering away while putting on their swimsuits. One girl moved closer to the one which had asked the question started to grope her in a matter of fact way.
"Hmmm... yes, I think they are a little bigger."
"Uwwahh... that tickles, stop it."
Laughter and giggles rang through the room as the other girls halted in their chatter for a bit to observe the two girls play-fighting with each other.
In this case, the audience for Uiharu was a group of teenage girl, which had honestly way too much troublesome mischief in their head. And this group was just in the age where puberty started to really hit, where they began to have ideas, like about how they could look good for boys or try to be more feminine by wearing make-up and starting to put on more revealing clothes.
And while they may have first interest in boys, it was not really that strong yet and they certainly didn't care much for each other in that sense. So it could be said that currently they likely wouldn't be interested in the sexual sort of fanservice, at least when it came to girls, but they would always love anything to laugh about. Like this kind of situation.
And well, if our protagonist levels up her skills high enough, who knows what would happen?
Uiharu adjusted the straps of her swimsuit. It was one given by the school, so it was pretty boring, but it still looked pretty good on her.
"Oh Uiharu, you look soo cute!"
And then her classmate was hugging her from behind and there were hands on her body too.
"I don't know why, but you seem even more adorable than you are normally. Did you do something with your hair or something?"
"Kyaahh! Stop this!" Even though Uiharu called out loudly, her body squirmed under the attack of the other girl, seemingly not quite able to free itself of her classmate's hugging attack. Her body almost seemed to move on its own to give the other girl the best possible access to all of her weak spots and she couldn't find the strength to free herself because of that.

"Hey, drop it you two there, we don't have time for this kind of stuff." The voice of a stern sounding girl called from the other side of the changing room.
Uiharu sighed in relief as the girl stopped what amounted to female on female molestation and ignored the grumbling female who retreated from her form. Instead she silently thanked the class rep for saving her there. It seemed Saten wasn't the only one whom she would have to look out for today.
That was when their group moved out and into the pool area where they would have the actual class.

"Look, isn't that girl there hot?
At the same time as Uiharu and her classmates were starting their actual swimming lesson and were drilled by the teacher, a few boys were performing the age-old tradition of checking out cute girls. In this case, a few guys had split off from their own all-male swimming class during a good moment to check out the girl's swimming class and see how they looked in swimsuits.
"Yeah, I would love to check out that body a bit, but what about that one?" answered another boy and pointed at a long haired girl with a surprisingly big bust for a young teenager.
"Is that real? I mean...." Another boy asked with an uncertain voice.
"Of course dude, even the doctors in Academy City wouldn't do cosmetic operations on someone of our age, if not because of technical limits then at least because it isn't worth the research needed to make it work without side-effects."
Various heads moved up and down in a nodding motion and at the same time, all the boys kept observing the various girls, who were now going through stretching forms to warm up.
"This was so worth it, even if we don't see that much, look at these legs." Another boy, one with red dyed hair pointed at one rather flat girl who was making some kind of warm-up technique where she was stretching her legs up in the air from a lying position.
"Hey, isn't that Kazari from class 2B?" And another boy pointed at Uiharu who was holding one of her legs behind her back and stretching it as well as she could. A few heads turned and then proceed to tilt slightly as they looked at the girl more closely.

"Yeah, I remember hearing about her, isn't she working for Judgement?" One boy asked and tried to see if he couldn't get a better look at her.
Then one boy gave a quiet whistle and said, "Well, with that sexy bottom, I wouldn't mind to get arrested by this officer." Almost at this moment, Uiharu bent over in a motion that perfectly showed off her cute ass to all of the male teenagers.

There were a few happy exclamations, which were soon hushed down by some of the other guys and things went on with them hiding in the bushes and the girls getting ready for swimming.
