Personally I would love for Izaya to get his hands on this or anything else with power.
He's perfect just wants to be entertained and he doesn't care what happens to the people he uses. He's the kind of character who if given any device of power used on this site would become a corrupt madman.
He's the catalyst for a true unending anime thread, he's the magnificent bastard who could do it.
That kind of thing has been done before. Some asshole getting near-limitless power, and runs around abusing it on random people for shits and giggles.
The threads generally don't last long. Mainly because they never really go anywhere, and people get bored of it. I'm with tuatara on this. Izaya getting the dust would be Bad.
