If anyone else who wants to add to this has a different interpretation, they're welcome to it, but the way I imagine the powers, things like that wouldn't work well due to how difficult it would be to draw breasts that genuinely look real.
I think she could give herself more breasts while in Toon form, though. I'm sure there are a number of ways to abuse toon physics to do that.
